Dr. Jo Chitlik

Dr. Jo. D. Chitlik Is a U.S Department of State, Fulbright Specialist and Senior Fellow at the Center for Law & Religion at Emory University. Together with her Emory graduate team, they created the Fulbright ADR Pilot Program under the affiliate www.Globalleaningonline.com, whose mission is to focus on “Education as a Human Right”.
Dr. Chitlik is a licensed international attorney, litigator and registered mediator. She has worked in the Ministry of Justice in the Republic of Georgia in the Office of International Arbitration. She went on to serve at the U.S. Department of State as a Senior Investment Policy Specialist (TS/SCI) under Secretary John Kerry, overseeing the Western Hemisphere and Near Eastern Affairs portfolio in the areas of investment and trade. She represented the State Department in the Committee of Foreign Investment in the Unites States (CFIUS) in matters dealing with national security. She headed the taskforce that prepared the annual 527 Expropriation Claim Report for the U.S. Congress. Chitlik is credited with creating an innovative management system for the production of the Department’s annual Investment Climate Statements. She represented the U.S. mission to the United Nations, as lead negotiator to UNGA in trade and development. She ended her tenure at the State Department with the drafting of a memorandum of understanding between the Department, the United Nations and the Global Entrepreneurship Network, which aimed to improve the financial well-being of 1.8 billion vulnerable people worldwide.
Between 2014 to 2016, she received three State Department Meritorious Awards, one Superior Award and was distinguished as a Franklin Fellow for her work. In 2023, she received the Eleonore Raoul Trailblazer Award from Emory School of Law.
Chitlik has lectured at Emory Law School. She has taught at the Foreign Service Institute (FSI), the U.S. federal government’s primary training institution for members of the U.S foreign service. She was a visiting scholar at American University Washington College of Law, at the Center on International Commercial Arbitration and presided as arbitrator in their LL.M International Commercial & Investment Arbitration Moot Competition. She has taught human rights and comparative law at Universidad de La Sabana, in Bogota, Colombia. She has taught ADR at Fatima Jinnah Women’s University, Beaconhouse International College, NUST, QAU, Kahuta Law College, and the Federal Judiciary Academy in Pakistan.
Sibah Farooq
Sibah Farooq is an International Lawyer and with over two decades of experience as a litigator, public
interest lawyer, and international legal consultant she has carved a formidable reputation for her
legal excellence both within Pakistan and on the global stage.
International Humanitarian Law and Human Rights from the Geneva Academy in Switzerland, an LL.B
(Hons.) from the University of Leeds, a Diploma in Law from the International Development Law
Organisation (Rome), and an MBA from the University of Lahore.
In 2014, Sibah established S&S Law Associates, known today as Pakistan’s First Women Only Law
Firm. Sibah serves as its Senior & Founding Partner, overseeing the firm’s operations nationwide.
Under her leadership, the firm has grown into a full-service practice, providing legal counsel to a wide
spectrum of clients, including diplomatic missions, government ministries, regulatory authorities,
corporations, and private individuals. The firm’s international portfolio includes clients from the UAE,
Saudi Arabia, the United Kingdom, Australia, and other jurisdictions.
Sibah’s areas of specialisation include Public International Law, Energy Laws, Family
Laws and International Agreements. As a legal consultant, she has worked with organisations such
as UKAID, UNHCR, UNAIDS, and the International Committee of the Red Cross (ICRC). She has also
collaborated with the Ministry of Law and Justice of Pakistan in drafting legislation aimed at domestic
implementation of international treaties.
Her influence extends deeply into the legal infrastructure of Pakistan. In 2024 Sibah served as the
Chairperson of three key committees of the Islamabad High Court Bar Association (IHCBA)—the
Committee on International Law, the Committee on Legal Awareness, and the Committee on Training
of Lawyers. In the year 2025, she chairs two important committees of the IHCBA the- Committee on
the Empowerment of Women and the Committee on Environmental Laws and Animal Rights..
Sibah is nationally acknowledged as a public interest litigator and a tireless human rights advocate.
Early in her career, she worked alongside the late Asma Jahangir on the landmark Samia Sarwar case,
which brought global attention to the issue of honour killings in Pakistan. In 2024, Sibah filed before
the Lahore High Court, Pakistans first petition advocating for anti-bullying laws in educational
institutions. In 2025, she filed another pioneering petition before the Lahore High Court seeking
nationwide legislation to ban the captivity and abuse of animals.
Beyond the courtroom, Sibah has served in high-level quasi-judicial roles. At the Federal Ombudsman
Secretariat of Pakistan, she was appointed Head of Legal and adjudicated over 2,000 cases, including
those directly remanded by the President of Pakistan. She also held advisory roles with key national
institutions such as NEPRA, the Ministry of Kashmir Affairs and Gilgit Baltistan, the Federal Board of
Revenue, and PIMS Hospital.
The University of Leeds recognised her as an Outstanding Alumna and a Trailblazing Lawyer and
Human Rights Advocate in South Asia. In April 2024, her achievements were honoured in the national
exhibition “100 Years of Women in Law in Pakistan” at the Alhamra Art Gallery in Lahore. Her
academic work on human rights and torture prevention has also been acknowledged by the UN
Special Rapporteur on Torture.
Mr. Khalid Taimur Akram

Mr. Khalid Taimur Akram is an accomplished international relations expert specializing in Geo-Strategic Affairs, the Belt and Road Initiative (BRI), and the Eurasian region. With over 32 years of professional experience, he has served in strategic and operational roles within military and intelligence institutions
where he developed deep expertise in counter-terrorism, security strategy, and international policy planning. He retired as a Lieutenant Colonel in November 2015 and has since been advising leading companies, institutions, and think tanks across Eurasia.
Currently, Mr. Khalid holds several key positions, including:
Director (Eurasian Region), Precise Development (HK) Limited, China – a leading Hong Kong-based asset management and strategic consulting firm, representing major Chinese industry federations and chambers of commerce.
Chief Executive Officer, RK Consultants, Pakistan – a business consultancy firm working across multiple sectors including energy, construction, logistics, entrepreneurship, B2B and B2C matchmaking, and trade facilitation.
As an academic and policy researcher, Mr. Khalid is a Senior Research Fellow and Executive Director of the Pakistan Research Center for a Community with Shared Future (PRCCSF) at the Communication University of China (CUC), Beijing, and is associated with renowned universities and research institutes in Pakistan, China, Russia, Central Asia, Europe, and the Middle East. He has been instrumental in fostering regional connectivity, academic exchange, and cross-border collaboration.
In addition to his policy and academic work, Mr. Khalid is an accredited international election observer, having represented Pakistan in Uzbekistan and Azerbaijan during multiple presidential, parliamentary, and constitutional elections since 2019.
